Affordable Housing

With over 140 units, Project New Hope provides low-income affordable housing to 241 individuals and their families living with HIV/AIDS. We are the developer and/or co-developer of seven properties with 112 units, have more than 40 units master leased, and 23 units under development.

Affordability is guaranteed through Shelter Plus Care (Section 8) subsidies and the HUD 811-TCAC programs where residents pay no more than 30% of the total household income. Resident Services Coordinator (RSC) provides support to address residents’ unique circumstances.

Our buildings are located in San Pedro, Silver Lake, Santa Monica, South Los Angeles, Los Angeles, and Hollywood.

Laguna Senior Apartments

The Laguna Senior Apartments is currently under construction. The estimated completion date is January 2007. The project consists of:

  • 64 senior affordable units including 23 Special Needs Units serviced by Project New Hope.
  • 53 one-bedroom, one-bath and 11 two-bedroom, one bath units
  • Affordability targets units at 20%-60% AMI
  • Available to occupants 55 + who income and/or service qualify

Shelter Plus Care

The Shelter Plus Care program provides rental housing assistance (Section 8) in connection with supportive services to homeless persons (occupies emergency shelters, transitional housing, or sleeping on the streets) with a disability by HIV/AIDS and their families. In order to receive this assistance, residents are required to maintain consistent and ongoing supportive services.


How to apply

Applications are being accepted for the waiting list at this time. If the applicant meets the above criteria, the application for Shelter Plus Care needs to be completed by a Case Manager, Social Worker, or Housing Case Manager.

HUD 811-TCAC

To qualify for buildings under these programs, a household must have at least one person disabled by a licensed physician. Preference is given to those persons disabled by HIV/AIDS.
Eligible individuals must be legal residents of the United States and be able to provide verifiable identification for all occupants listed in the application.


In addition, preference will be given to households meeting any one of the following conditions:

  • Living in transitional housing, emergency shelters, on the streets, or leaving home without an alternative living situation.
  • Single parent with dependent child/children
  • Living in over-crowded (more than two persons per bedroom) or substandard conditions.

Proof will be required at the time of the interview.
